Assuming that we stipulate that "there are certain security  
precautions necessary for examinations that aren't present in phpESP",  
is there any fundamental reason why the phpESP code base shouldn't  
include "exam-like" functionality?

In other words, if the survey admin is willing to take the risk of  
those missing security features, then should he be able to run an exam  
for credit?

Interesting note, however, is that the request for the feedback  
functionality as it will be used by the bounty staker is not for  
examination, but to tell the survey taker what should be done "next".
