They could be sortable by anything and colorized according to the current state (activated, testing, finished,...) and for each of them you have the options right next to the name. e.g: If you want to activate one, just klick on the button. Then (possibly with some AJAX-magic) the survey gets activated and you get the link somewhere (next line?) without having to go through several pages and/or steps to do the same thing. Something you could try in this context: Prototype and Script.aculo.us. Together they offer an extremely easy to use AJAX and JS-effects Framework. And my opinion to those who still don't have javascript-enabled browsers: do yourself a favour and get one.
