Agreed.  It seems like a function named survey_aggregate(), which is  
very similar to survey_copy(), would be the best solution.  I could  
use survey_aggregate() function to meet my need now, then we could  
possibly introduce the notion of templates down the road, after we've  
had time to better understand the use case and design the interface.
