[phpesp-dev] proposal: announcements on the dashboard

I propose to add the following: When the dashboard is enabled (in the  
configuration file), a new menu item appears on the administrative  
list.  This menu item would be titled something like "Set log in  
announcements".  This item takes you to a page where you can view the  
current, or alter, the announcements shown on the login page.  The  
announcements will be simple text, accepting HTML, that will appear on  
the dashboard page.  CSS can be used to control placement, color, etc.

Thoughts?
