[phpDiplomacy-news] Wrote ruleset and more mode three

I've wrote the slimmed down phpDiplomacy ruleset, document link below,
finished mode two, and began writing mode three. So far I've
implemented up to stage 4 in the ruleset.
Synced documentation, etc.
