phpDateTime 0.4 released

phpDateTime, php-classes for easier handling of date, time, datetime and timespan values, is released as version 0.4.
Changes include:
some code-cleanup and documentation-enhancements,
also some new function like: Time::div() and Time::mul()
and most Time::get*() methods can now be called statically.
and some more minor changes
