#48 no display of submenus if no submenu items

If there is a list, a box or similar definded in a
template to display a submenu (and possibly a second
level submenu), _nothing_ should be displayed when
there are no submenu items defined for the page displayed.
This should also work if the menu name (MNAME) is used
as a heading for the submenu list / box.
