#42 Navigation component

component shows links to pages and perhaps even
dropdowns for other pages/sections. current page is
highlighted. essentially the typical top-level nav or
left-hand navigation.

Perhaps we could implement this for the PRADO framework
as a contribution and then use it for Click. Maybe
PRADO already has it.
