#8 Allow global settings to be modified on the project level

Hi Ben.

Talking with some colleagues about the software, we
have come up with an 'issue' that I suppose is a nice
to have.

Currently phpbt can handle any number of projects,
however the submit/query bugs options (ie, severity,
priority and OS) are global items. It would be great
if developers would see a specific 'view' for each project.

e.g. We develop several software products, some are
embedded, some are PC programs etc., It would be nice
if menus were project specific.

Tbis would probably mean separate databases for each
project.

Just to make sure I'm clear on this... what you would like
is (for example) a (potentially) different set of OSes,
Priorities, etc. for each project?
