It would be nice to have a selection list for CC, such
as the developer list for the project. It would also
be nice to have a "subscribe me" button that would add
the user to the CC list (perhaps even if the user
cannot otherwise change the issue).

users? All users could make it rather long. The 'subscribe
me' idea is a great one.

It could be configurable. The use we have for phpBugTracker
is for a small group, so it wouldn't be a problem to
restrict it to developers.
Some additional CC ideas I had:
- a button or option to subscribe all developers (not by
name -- by group)
- a way to use nicknames (or at least the part of the
address before the "@") in the CC list. If there were
duplicates or ambiguities, you could just reject the
ambiguous entries and make the user resubmit with a
fully-qualified address.

For the aliases... that's why you have the option to not use
email address as a login, but I understand the desire.
