I'm also interested in having project admins beeing able to add users, versions and components to their project without gibveing them full access to the admin tools.
Can this be done with phpBT1.01?

I do believe the most recent release of phpBT has project admin support. If not, then it's in CVS for sure. However, I don't think the functionality exists for project admins to add users.
Themes are defined simply by creating a new theme next to the default theme on disk. Then the theme directory name will show up in the theme drop-down on the configuation page.

I have a number of projects that are being done be different types of people. For example, I am getting two website developed by different people.
I want to assign a person as a 'Project Admin'. They should have the ability to add users etc, but only within that designated project.
I can only seem to find 2 types of user - admin or not admin. Admin has rights everywhere and not admin has not enough rights.
Am I missing something?
Also - is there a place where there are themes defined for phpBT?
