I can't use phpBugTracker because of the error:

The Smarty templates class could not be found at /var/www/Smarty-2.0.1/Smarty.class.php.

can anyone help me?

  You either need to get smarty templates from smarty.php.net and install them or get the package of phpbt that includes smarty.
