Deleting users with no bug history is on the todo list. Being able to delete bugs is not a planned feature. So, the answer is yes, you would have to do that in a db admin tool.

i found that as i set up bugtracker and started to enter projects, users, and components for our software, i needed to refactor and change the way i was organizing the data. since i couldn't delete anything, and to make sure i had a clean db, i had to just wipe the db several times before i had it right. being able to delete components and users would have saved me from that.

call me blind, but i can't figure out how to delete a user... for that matter, i can't figure out how to delete a bug either.
do i have to do this in phpmyadmin?
