#339 resolutions not sorted by sort_order on home page

I added a new resolution and updated the order indices
of some of the other resolutions so that it would
appear in the middle of the resolutions list. The
resolutions are ordered correctly in the drop-down list
on the view bugs page, but on the home page the table
which gives an overview of how many bugs are associated
with each different resolution seems to sort the
resolutions by id, not by sort_order. This should be
changed so that this table sorts by sort_order.
