#7 Prevent non-administrators to delete things

I would like normal users (i.e not administrators) to be able *only* to add a publication or list publications, but certainly not to delete anything. Indeed, some of our users here are quite goofy and I foresee big problems if I give them the opportunity to delete anything. As I work in a closed environment, I do not fear too much malevolent users so I guess allowing modification (and therefore giving an indirect deletion means) is to be preferred.

OK, deletion can be disabled for standard users, but modification should be allowed I guess.
