#13 new Help File (german Version)

Hi,
an expanded version of the german help file.
It replaces the old "de_help.html" file in the subfolder
phpay-v2.01/admin/doc/

It is used at http://www.phpay.de/admin/

Two new pictures are introduced in this new version.
(sh_Admin.jpg - config.jpg)
They also have to be placed into the subfolder
phpay-v2.01/admin/doc/
