New forums!

Some new forums have been added, one for asking questions for those of you who are new to PHP Workspace's code, and one for the more experienced of you, designed more for discussion of ideas that do not relate to a specific issue in the tracker.

Also, I would like to make an announcement: to make translations easier, a project on CrowdIn has been set up. See the new Translator's guide on the Wiki for more info!
