umm, what do you mean with this?

As long as PHP has no GC, a long-running tcp server isn't feasible.
You'll have to implement your own garbage collection. But even then,
the memory footprint of your tcp server will grow over time. -- That's
why the FastCGI server restarts after MAX_REQUESTS.
