Hi,
Looks like php-java-bridge servlet didn’t start properly ! Check your tomcat logs and verify that php-java-bridge web app didn’t have errors.
Check that you have not firewall between your php machine and your tomcat machine.  If it’s on the same there shouldn’t be any problem.
I think your problem is clearly stated in this line;
> java.io.IOException: PHP not found. Please install php-cgi. PHP test command was: [php-cgi, -v] 
Read the docs you should configure correctly php-javabridge to use php-cgi command line tool and make sure you have php and php-cgi installed on your system.
