The main problem with compiling a windows dll is that it needs a proprietary tool. The pecl4win people have the necessary infrastructure. After 4.0.8 is released in June, we can think about changing the license of the C implementation back to PHP3 and donate the C code to the pecl maintainers (if they want it).
