if you can't compile the C code yourself, the binary
download contains a php-cgi and java.so which you can
copy into your application server (I assume XAMPP is
an application server).

Another possibility is to use the pure PHP
implementation
(http://php-java-bridge.cvs.sourceforge.net/php-java-bridge/php-java-bridge/java/README?revision=1.2&view=markup)
or to simply use fopen/fwrite/fread to talk to your
Java server:
http://php-java-bridge.cvs.sourceforge.net/php-java-bridge/php-java-bridge/examples/clients/sample.php?view=markup
