Hi There is a global.properties.in in the JavaBridge.jar file. I am going to start to experiment with the MAX_WAIT parameter there and see what happens. Umm, no. php-cgi.exe should not take more than 500ms to start with the default php.ini. On Linux it starts in less than 50ms. If it takes more time to start on your machine, please report this as a bug to the PHP maintainers. I think it is possible to adjust the timeouts of the PHP/Java Bridge (see global.properties file), but if PHP FastCGI server really takes that much time to start on your machine, you should have a look at your php.ini files.
