Whole buncha' stuff added

Over the course of today, a few new things were added to PHP-IRCd.

1) /oper support (o:lines set in config)
2) /kill limited to opers only
3) config.php created to keep the config separate, comes complete with a metric ton of comments
4) /rehash command to reload said config
5) /invite command (finally :P) should 100% work, I spent a lot of time on all the possible errors
6) /motd command, with motd set in the config.php

I am lagging behind with commenting code though >.>

Feel free to go on the test server (previous news post) and look for bugs!
