#3 emptp tag attributes are not parsed correctly

<element tag1="value1" tag2="" tag3="value3">

is parsed incorrectly. Same for

<element tag1='value1' tag2='' tag3='value3'>

I don't know if this is valid html, but I've come across it
in docs that I'm parsing.

I've fixed this by changing htmlparser.inc:

line 185
from $this->skipInTag (array ( "\"" ));
to $this->moveNext();

and similar change to line 190. I don't know if this is the
correct fix, but it seems to work for me (and was easy :-
)
