Patch for bug in countHours.php

There was a minor error in countHours.php that caused intermittent incorrect calculation of members' hours. It has been fixed, and a patch has been released (it just provides new copies of countHours.php and /external/auth/countHours.php. A README.txt is included, just replace the old files with the new ones. Release on SourceForge is 2.0_Patch1.

Please note - this is for 2.0. If you are running release 1.0, please upgrade to 2.0. If you are new to PHP EMS Tools, you must download 2.0 first, then download 2.0_Patch1 and follow the instructions.

There are a few more features to be added, then 2.1 will be released.
