surbl: Remove the plugin from spartacus
With an always failing if clause, it did not do anything. And the code behind the if also would not work anymore, as DNSBL/SURBL.php relies on a removed online list of two leveled domain endings (like .co.uk). Removing the plugin completely would free the s9y core from carrying Net_DNSBL and Net_DNS2, see https://github.com/s9y/Serendipity/issues/500
