  flickr 1.0: Restore functionality and make compatible with PHP 8 (#174)

* Update phpFlickr to newest Version 3.1.1

* Fix phpFlickr for PHP 8 compat & more, so it can list user photos

* Fix flickr import, allow current key size, fix some PHP 8 warnings

* Raise version and update changelog
