Another extension would be to be able to send an email
to me from IRC--perhaps there is a way to do that and I
just haven't found it yet.

This one isn't quite as clear as the preceeding
suggestion, but I could envision an application for an IRC
command that phoo interprets and sends to email.
Specifically:
phoo email recall 1h to tme

it might work no?
