#4 Phoo'd for thought: Latest news about Phoo

News about Phoo. When something changes with Phoo,
he could msg (configurable option) it to people to let
them know.

Either he'd do it only once for each new news blurb, or
simply reply with the last h/d/w/m amount of news items.

Effectively this would be a threaded one-way chat
about changes to Phoo.

Usage:
phoo phood 1d

and he splats back the latest news.

This is a great idea. Maybe we could have this done
automatically. Phoo checks periodically to see if file X has
been updated on N server and then reads and spews a line
from CHANGES.TXT or whatever file is in directory on N server.
