#19 add SUMMON command to email user not on IRC

IWBNI phoo had a SUMMON command which would
automatically email a user who has been previously
documented. (I guess that would require yet another
function to log users nicks and email addresses...but
I'll leave that exercise up to the coder)

So I could say:
phoo summon bri

and phoo would send a default msg to bri at his email
address with a link to IRC join the conversation.

alternately, I could say:
phoo summon rjf Join us in #empeg

and the subject of the email is "Join us in #empeg" and
contents of the email is the link.
