#16 Filter out "RE: " preceeding email command requests

When email querrying phoo, it is convienent to simply
reply to an existing message and delete the contents of
the existing mail then send it.

Phoo just ignores this, but it would be so great if he just
ignored the "RE: " rather than the whole request.

Birds would sing louder, the sky would be less cloudy,
people would be more friendly and the world would be
generally improved. Thanks.
