#6 Private channel commands ignored if preceeded w/"phoo"

Phoo gives you inane responses to commands offered in
a private channel should you address him by name first.

<newnick> phoo recall 6h
<phoo> Save California - when you leave, take
someone with you.

As opposed to simply overlooking the word "phoo" and
parsing out the command. I understand this is a feature
request, but it presents in the form of an annoyance as
I for one run into it frequently.
