New schema and cache script

CVS now has an updated sql schema with some new functions. Since we're still pretty new at this, the schema does a drop/create at this time. We'll see how that changes after 1.0.

I also re-engineered the php cache update script into a perl script. I ended up changing the cron list to reflect that. Hopefully this will address the resource starvation the php based cache updater was causing.
