I played around with it some more and I cannot see a syntax that doesn't get
messy or subtle using inst arrays on parts with bus pins.

Because this is for board designs everything must be perfectly clear.

I suggest that we just do not support inst arrays of parts with bus pins. We
should generate an error if it is tried.
