#1 French translation

Please find enclosed a patch file to support French in your application. It contains:
- A new src/upm_fr.properties file
- Patch to src/com/_17od/upm/util/Translator.java

I tested it and looks ok, even if the file is not pure ASCII. As far as I know, le properties file can be ISO-8859-1 encoded, which is enought for French :)
