UPDATE:
apparently, my assumption is invalid: sometime in the past, sourceforge
must have change the permissions (probably as part of some sourceforge
version update). As a consequence, only admins had the right to create
tickets.
I have found the permissions after some google research and have
reconfigured them to what appears to be better.
