I am happy to use the "externalize" library in tikz. An inconvenience is that tikz does not detect automatically modified pictures to generate new images. How about this idea? Each "tikzpicture" environment produces a hash value. And its change (due to modification) triggers regenerating the picture.

I have actually done precisely this in my tikz-based tree-drawing package "forest". Hash funcion = id :-) I'd be more than happy to contribute the code to tikz.
