#298 \pgfarrowsdeclare is still mentioned in pgfmanual

Example in page 518 uses \pgfarrowsdeclare command. Same command is mentioned in page 578 (section shapes.gates.ee) within sentence "(see the documentation of the \pgfarrowsdeclare for details)". I could not find any other mention or explanation about this command, therefore I understand that this has been is deprecated in front of new arrows system (arrows.meta). May be these two references need to be changed.
