[Pfspd-users@sf.net] Parse_options under LGPL

Hi all,

On request of Erwin de Kock I have changed the licence terms of the 
parse_options module
from GPL to LGPL. This is in line with the permission to bring cpfspd 
under LGPL.
Erwin needs this in view of his effort to release YAPI under LGPL.

Developers, please update your sandbox.
