#1 Windows log output is broken when halted

Logger crashes when Windows command line output is not scrolling.

Test steps:

• start pf_hp computation
• click in command window to stop scrolling
• wait a few seconds
• press return

Expected result:
logging output continues

Actual result:
program crashes with runtime exception stack trace
