#5 IP Address Binding

I noticed that if you set the server to <Scoop
blah.hostname.whatever.com> that it does not bind the
server to localhost. The only solution i found is to made
this <Scoop 0.0.0.0>. Then it will bind it to all
interfaces. I would think that a master bind setting would
be in order, because even though I halfway kludged this
via the Scoop settings. I do not see this as a function
of "Virtual Hosting".
