[Perlunit-devel] 0.23 is out

I've released Test-Unit-0.23 on CPAN and sourceforge.net.  There are
countless improvements over the last release; see the ChangeLog for
all the gory details.

Please give it a good thrashing and send feedback here.

Argh ... I missed a bunch of files from the MANIFEST.  0.24 is out,
and hopefully will actually work.
