Bug in Test::Unit::Procedural

I just upgraded from Test::Unit 0.14 to 0.24.  I only use Test::Unit (now
Test::Unit::Procedural).

tear_down() no longer runs in Test::Unit::Procedural.  set_up() still runs
as expected.
