#5 wrapping block comments

perltidy sounds perfect, except I also want something
that will wrap my block comments to fit within 80
characters.

Unfortunately, I don't have time right now to learn
enough about perltidy to implement it myself.

At its simplest, this could be done by just adding an
option to format block comments with an external
program, e.g. --block-comment-formatter="fmt -w $WIDTH"
or something like that, so it can pipe through an
external formatter, with the indentation and # removed,
and pass along what the remaining width is to the
external formatter.

    There is an simple example program 'perlcomment.pl' in the
    examples directory of the distribution precisely for this
    purpose. It could be modified to suit any particular needs.
