No, Doxygen::Filter::Perl is a complete rewrite of the one from
bigsister and others. The fact that I am at version 1.01 is just a
coincidence and has nothing to do with the 1.10 version from
Bigsister. The Bigsiter one is no longer supported. I have taken
that over and wrote my own from the ground up to be easier to maintain
and hopefully provide more functionality. You can download
Doxygen::Filter::Perl from Sourceforge or CPAN.

Did you renumber the versions or is Version 1.10 from http://www.bigsister.ch/doxygenfilter/news.html considered an unofficial release now?
We use PerlDoxygen here (Doxygen under Windows 7 64Bit, but documenting Perlcode written for Linux).
