for very first run only "LIB" is not required, you need only perl.dll +
perl.exe +celib.dll

I can't imagine anything but the simpliset: your DLL is for different
processor (or OS?)
What is name of your processor?

Additionally, are you sure you're executing namely "perl.exe" and not
perl.dll?
