Heho , has this perlbot thing channel protection features ? I don't have a shell-account , so I wanted a perl-based chanbot.Can perlbot do this job and ,if not, is there a perl protection bot ?

Perlbot 2.0 (in development) has a Protection plugin which handles mass-deops by attempting to deop the troublemaker (if the bot still has ops). In the future it will be extended to protect from other forms of abuse (e.g. flooding) and have configurable "punishments".

it doesn't do this extensively as far as i'm aware, but you can always pick up a perl book and go to coding :)
