The command "!useradmin password <nick>
<password>" does not set... or store the password in
the configuration file...

This has to do with our config system. If you give the user
a blank password field, it should work, otherwise it is
indeed failing. I will look into this and hopefully we'll
have it addressed for 1.9.5.
