What about putting it into the action config file then? i.e.
<action name="send_mail"
        class="Your::Mail::Sender::Actiion"
        to="fo...@ex..."/>

You can then use it from within your activity as $self->param('to')
(and put it in the workflow context, if you need it later on in the
workflow) ...
