[perl-win32-gui-users] Win32::GUI::Resizer

Dealing with moving and resizing stuff when a window is resized is really 
annoying, not to mention boring. So I created a class to make that easier. 
That was a lot more fun for some reason :)

Anyway, the result is Win32::GUI::Resizer.
